3. Board Updates
3.1 The first regular meeting of the Golden bay Community Board, of the current triennium was held on the 15th of December. There were no speakers in Public Forum
4. Board Chair Update
4.1 Welcome to 2026
I hope everyone has had an enjoyable summer break, Christmas, and New Year. Mohua has welcomed a strong number of visitors over the holiday period, although overall numbers appear to be slightly lower than last year. We hope to see a return to higher visitor levels next season.
4.2 Some challenges with rubbish management have continued over the summer. I understand that a workshop may be held in the future to work through potential solutions. I am encouraged by the direction we are taking as a board and the collaborative approach we are building.
4.3 Community Drop-in sessions - March
We have now confirmed a series of community drop in sessions at several of the outlying halls throughout the Bay. These sessions are an opportunity for residents to raise local issues directly with the board, and we look forward to engaging with community members.
4.4 Confirmed Schedule
• Pakawau Hall – 2 March
• Bainham Hall – 3 March
• Onekaka Hall – 4 March
• Tākaka Recreation Centre – 5 March
• East Tākaka Hall – 9 March
• Upper Tākaka Hall – 10 March
All sessions will run from 6.00pm to 8.00pm.
5. Regional Issues
5.1 Pohara Rubbish Bin. The board wishes to see at least one rubbish bin reinstated in Pohara as soon as possible. There is a clear need, particularly near the store, and several complaints have been received from the public. As the former tenant did not fund this service, TDC has no obligation to require any financial contribution from him for reinstatement.
5.2 State Highway 60 – Waitapu Splash, Māori Road, and Bridger’s Hollow: Flooding on SH60 remains one of the board’s highest priorities.
5.3 Bridgers Hollow: Bridger’s Hollow presents a separate challenge. This area forms part of the historic flood flow path between the Tākaka River and the Motupipi River. If its capacity is exceeded, floodwaters may track along the highway toward Tākaka, potentially contributing to urban flooding. While local observations are valuable, formal hydrological modelling is required to confirm the extent of this risk.
5.4 Recommended Work Programme
5.4.1 Identify and review any existing flood modelling work for both Waitapu Splash–Māori Road and Bridger’s Hollow.
5.4.2 Commission additional modelling where gaps exist.
5.4.3 Investigate whether David can lodge an LGOIMA request with NZTA for historic highway closure data relating to flooding.
5.4.4 Compare closure data with river flow and tide information; if the system proves too dynamic, pursue new modelling.
5.4.5 Following this background work, prepare a formal report for the Community Board.
5.4.6 Share findings with NZTA to strengthen future funding applications.
5.4.7 Seek further information on potential Cobb Dam failure scenarios and their implications for the Tākaka Valley and SH60.
5.4.8 Determine whether flood modelling and emergency response planning should be presented as a single unified report or as two separate documents.
5.5 Key topics to be covered include:
5.5.1 Flood modelling and historic flood dates
5.5.2 Civil defence planning if Tākaka becomes flooded
5.5.3 Access to welfare centres if the Rec Park is unreachable
5.5.4 Emergency services response if Waitapu is closed and the Bay is cut off
6. Roading Issues – Responses from Robert Deck
6.1 Rototai Road No Parking Lines
These works are scheduled for completion in February, alongside road marking at the Rototai intersection following pavement repairs. P5 signage will be installed at the same time.
6.2 Motupipi Street Refuge Crossing
Council currently has no plans to alter this crossing. Robert is available to discuss the matter further if it is posing ongoing issues.
6.3 Mehana Street Kerb Buildout
This work forms part of the Mohua Housing development, not a council project. Removal of the kerb buildout is included as a consent condition for the next stage of development.
6.4 Hiawatha Lane No Parking Lines
The no parking lines were installed in error following resurfacing. Downer has been reminded and is expected to correct the error within the next one to two weeks.
6.5 SH60 & Motupipi Street Crash Data
There have been three recorded crashes at this location in the past ten years:
• 1 serious
• 1 minor
• 1 non injury
7.1 There are two letters of support I would like us to provide:
7.1.1 I would like the Board to consider writing a letter of support for funding the Motueka Pool project. This facility will provide clear benefits for the wider Mohua–Golden Bay community.
7.1.2 I would like the Board to consider providing a letter of support for the Tākaka–Collingwood Trail project. The proposed cycle trail from Tākaka to Collingwood, particularly the first section from the Mussel Inn to Pārapara, would be an essential piece of work to improve safety for cyclists, walkers, and horse riders.

The Council seeks community feedback on how parks and reserves across the Golden Bay/Mohua Ward are used and valued. This feedback will inform the development of a single, updated Reserve Management Plan for all ward reserves, including Tata Beach. |
The initial consultation runs from 20 January to 30 March 2026, ahead of formal public notification and submissions later in 2026. |

Gambling Venue Policy Review |
The Council is reviewing the Gambling Venue Policy to ensure it minimises gambling harm, reflects community expectations, and incorporates legislative changes. Early feedback from stakeholders and the community will inform an updated policy before it is presented to elected members. |
Early feedback on the Gambling Venue Policy is being gathered now, ahead of elected members reviewing a draft in March 2026 and formal public consultation later this year. |

1. Summary / Te Tuhinga Whakarāpoto
1.1 It’s proposed to purchase approximately 1.6ha of land from Fonterra for the purpose of developing a Bike Skills Park at 83 Motupipi Street Takaka.
1.2 $70,000 is available in the 2025/26 financial year and $50,000 in the 2026/27 financial year to start developing the park from RFC funds.
1.3 Agreement terms have been reached with Fonterra and the process to acquire the land for Recreation is now underway. Council is looking at acquiring the land for “Recreation Purposes” under the Public Works Act 1981 “PWA”.
2. Recommendation/s / Ngā Tūtohunga
That the Golden Bay Community Board
1. receives the Takaka Skills Park RGBCB26-02-10 report; and
2. supports the development of the Takaka Skills Park as resources allow.
3. Land Acquisition
3.1 Once the agreement has been executed, the land can be surveyed off and new Title issued for Fonterra’s balance land.
3.2 The land Council is to obtain will vest as reserve via New Zealand Gazette.
3.3 There is no need for subdivision consent as there are provisions in PWA for the issue of new Title following preparation of a Survey Office “SO” Plan (which LINZ will need to review and approve).
4. Agreement terms
4.1 This process needs to be completed by 31 July 2026.
4.2 All legal, valuation and survey costs are to be met by Council.
4.3 Council to register a land use covenant for bike skills park and recreation use only
4.4 Confidentiality clause in relation to sales and purchase agreement.
5. Draft Concept Layout
5.1 A draft concept layout has been attached, but this could be subject to change after Community consultation and resources available.
5.2 With the initial budget it’s expected to establish a gravel carpark, skills area, jumps line and loop track. All features would have a gravel surface.
5.3 As resources allow concrete or asphalt surfaces can be considered.
5.4 As an example, a recently built pump track with jump bowls in Murchison finished in asphalt cost $250,000.
5.5 As the nearby school has an asphalt pump track its thought to create a grade 2/3 loop track as an alternative feature. But this is subject to Community consultation.
6. Additional notes – cost estimates
6.1 Carpark installation gravel finish $20,000
6.2 Skills area gravel finish $20,000
6.3 Jump line gravel finish $40,000
6.4 Loop track gravel finish $20,000
6.5 In the future a public toilet maybe necessary and with the adjoining Dump Station could easily be installed with an estimated costs of $50,000.
