Summary
1.1 One application has been received for the May 2025 round of Motueka Community Board Discretionary Funding:
1.1.1 He Matapuna Ora Charitable Trust (Family Start) (Attachment 1)
1.2 In order to comply with clause 4.4 of the Tasman District Council Discretionary Fund Policy (DFP) (Attachment 3) the applicant has supplied supporting documentation (Attachment 2) and link to the evaluation report Evaluation of the Family Start Programme | Oranga Tamariki — Ministry for Children.
1.3 The applicant has been asked to attend the meeting to speak to the application.
1.4 For approved applications, payment will be made to the applicant by direct credit within ten working days of the Council receiving the applicant’s bank account details.
1.5 In order to comply with clause 5.5 of the DFP (Attachment 3) the applicant is required to report back to the Board, within 12 months of the funding.
1.6 The application does not comply with the DFP, paragraph 4.4 discretionary funding will not be provided for:
· Ongoing operational costs that are not project specific.

1. Purpose of the Report / Te Take mō te Pūrongo
1.1 For the Motueka Community Board to formally decide, in principle, on the Special Projects to support for 2025 – 2026.
2. Summary / Te Tuhinga Whakarāpoto
2.1 Each year the Community Board has money to spend on special projects (not yet confirmed and will be considered at the 4 June Annual Plan Deliberations) suggested by the community, each up to $10,000. Officers to confirm the amount proposed at the meeting.
2.2 The Motueka Community Board has surplus for Special Projects, this can only be confirmed after the financial year, officers will provide a rough figure at the meeting.
2.3 Many ideas were received by the Motueka Community Board, and those which best fit the Special Projects Fund criteria were listed for public consultation, with feedback closing on Monday 12 May 2025.
2.4 The community was asked to rank projects from 1 being the most important. An online feedback form was provided, along with a hard copy form.
2.5 The Board must now discuss the feedback from the community, Attachment 1 and 2 to the agenda report.
2.6 The Board is requested to make a decision, in principle, on the projects to support for funding.
2.7 The Board will vote in principle on each of the funding recommendations separately at its meeting.
2.8 Staff will provide feedback on the scope and feasibility of the projects proposed for funding at the 17 June 2025 Motueka Community Board meeting, where the final Special Projects Funding 2025-2026 will be confirmed.
3. Recommendation/s / Ngā Tūtohunga
That the Motueka Community Board
1. receives the Motueka Community Board Special Projects 2025-2026 RMCB25-05-7; and
2. considers the community feedback received in Attachment 1 of the agenda report; and
3. agrees to allocate funding to Special Projects 2025-2026 in principle, subject to receiving staff feedback on the scope and feasibility of the projects proposed for funding, as follows:

3. Annual Plan – Encourage Public Input
3.1 Council proposes a rates revenue increase of 8.8% which is nearly 2% higher than the anticipated 7% for the 2025/26 financial year included in the long-term plan.
3.2 Elected members and staff have been working to reduce impact.
3.2.1 $1.4 million reduced staff costs

3.2.3 Review service delivery models
3.3 Council explains some households and businesses will have varying impacts, some expected to bare an increase of close to 13% and others as low as 1.5% depending on the services used and mix of rates they pay.
3.4 Consultation opens for two weeks, Monday 12 May to Sunday 25 May. The Board strongly encourages the community to provide feedback.

5. Community Wellbeing Solutions - Campaign
5.1 Homeless awareness campaign was set up on the 7th by the Chair and Deputy in the Paperplus front window and Library, with the intention to run for the month of May. There is a ‘call-to-action’ with sheets available to fill in, if someone ‘would like help’ or if someone ‘can provide help’ as well as a list of local services and churches to reach out to.
5.2 A group of concerned community members has been formed to help review the ‘help sheets’ and work together on possible solutions.
6. Items From Board Members
6.1 Freedom camping: Council held a workshop to discuss the history of the bylaw, current state and options that may be presented for public consultation.
6.2 Enforcement Workshop with Mr Drummond is scheduled for end of the month. Board seek clarity on process and considerations re: discretions, evictions, prosecutions.
6.4 SH60 Barrier – article highlighting the barrier was an expensive trial, contractor not allowed to remedy, instead NZTA have removed and will replace with the wire barrier. Thus road users will be impacted by road closures for several weeks.
6.4.1 questionable if there have been more incidents since the barriers were installed. Unable to source accurate data. Also note that NZTA only track accidents that have been reported to police.
6.4.2 with the barriers in place, there is no way to determine if a driver that trails over the centre line, could have self-corrected if the centre line had raised pavement markers (ceramic domes) avoiding a potential accident with any oncoming traffic, damage to the vehicle and barrier.

7.2 Update on last board meetings public forum:
7.2.1 Dr Mitchell Board shared in Mr Mitchells’ concerns growth verse infrastructure capability in Motueka. But are well aware of the impacts on housing availability and affordability for our region and appreciate open dialogue for and against growth to help find a suitable balance for the betterment of our community.
7.2.2 Mr Rowling was concerned with the two-page article in the Guardian regarding development opportunity on Seaview heights. The Board are open to Council consideration for rezoning unproductive land. It appears there is no appetite from council to rezone Seaview heights at this stage.
7.2.3 Mr Williamson addressed the Board which raised the following actions:
TDC to provide stats on meth levels found in Motueka area.
Connect with Maureen Pugh regarding status of the Motueka bridge.
Encourage council to continue to advocate for the Motueka bridge.
Follow up with Barry on the progress of the Bailey Bridge with NZTA.
