1. Summary
1.1 Four applications have been received for the May 2025 round of Golden Bay Community Board Discretionary Funding:
1.1.1 Mohua Timebank (Attachment 1-2)
1.1.2 Collingwood Tennis Club Inc (Attachment 3-4)
1.1.3 Golden Bay Animal Welfare Society (Attachment 5-6)
1.1.4 He Matapuna Ora Charitable Trust (Family Start) (Attachment 7-8)
1.1.5 Golden Bay Community Arts Council (Attachment 9-10)
1.2 A request has been received from the Golden Bay Boys and Girls Show to spend the previously granted Discretionary Fund amount of $500.00 for the Golden Bay Boys and Girls show in 2024 to be used for the 2025 show, as it was cancelled in 2024. They will report back within 6 months (November 2025), should the request be approved.
1.3 All four applicants have supplied supporting documentation.
1.4 Applicants have been asked to attend the meeting to speak to their applications.
1.5 For approved applications, payment will be made to the applicant by direct credit within ten working days of the Council receiving the applicant’s bank account details.
1.6 In order to comply with clause 5.5 of the Discretionary Fund Policy (Attachment 13) the applicants are required to report back to the Board, within 6 months of the funding.
1.7 Two Discretionary Fund Accountability Forms have been received:
1.7.1 Golden Bay Riding for the Disabled (Attachment 11)
1.7.2 Golden Bay Forest and Bird (Attachment 12).

3.2 An updated schedule confirming the Golden Bay Community Board meeting locations for the new triennium will be progressed following the Local Election in October 2025.
New Mural
3.3 Chris Finlayson would like the board to be aware that he is replacing the mural outside Amika on Commercial St. The new mural is bright and reflects Golden Bay. The chair will also be replaced.
Youth Member Update
3.4 Aynsley Thorp (Golden Bay High School) and Karen Howieson (Youth Worker – Golden Bay Workcentre Trust) will provide an update to the board at the meeting regarding new youth members.
Environmental Reforms
3.5 There is a lot of activity in the Environmental Reform space and one of the agencies that is supporting the reform is the Ministry for the Environment (MfE). They are the ones responsible for advising on amending the RMA in the first instance (they are calling that phase two) and then replacing it with two new acts (phase three). There is a regular newsletter that they put out with updates. The latest newsletter was sent to all board members.
4. Opportunity for consultation
Iwi Launch Warden programme in Golden Bay
4.1 Over summer, the Harbourmaster’s Office partnered with Manawhenua ki Mohua to pilot an Iwi Launch Warden programme in Golden Bay, with a focus on improving boat and water safety.
4.2 Programme Overview:
This initiative targeted rural areas of Aotearoa where the Harbourmaster team is not often present. By working alongside iwi monitors, who have established relationships within the community, we were able to deliver boating safety messages from a cultural perspective, building trust and encouraging positive engagement. This program has attracted attention at the safer boating forum as being the 1st of its kind and one that could be copied across Aotearoa.
4.3 Golden Bay Community Board was asked to provide collective feedback to the Harbourmaster in relation to:
· Any observations concerns, or suggestions related to safer boating practices.
· Ideas for future development of the Iwi Launch Warden Programme and how this could support safer boating practices.
