1.1     This is the Motueka Community Board Chairperson’s regular monthly report.

3.       Transport Options

3.1     Group Manager – Community Infrastructure, Richard Kirby, has provided a response to the Board’s letter of 29 April 2023.

3.2     Any other updates received by the Board on the Transport Options project.

3.3     Board to note any updates.

4.       Professional Training

4.1     Board to note the training session scheduled for Friday 2 June at the Motueka Library.

4.2     The session to be facilitated by a top expert in local body governance, on how to understand and use Board processes to be effective in our work.

4.3     Board Member Armstrong developed a portion of the programme earlier this year around guidelines for members, (1), handling complaints made by constituents and by Board Members themselves, and (2), introducing our own ideas for projects or improvements.

4.4     It is good to see Council staff appreciating and incorporating local ideas into generic professional development teaching material.

5.       Chair - Managing potential conflict of interest

5.1     Councillor’s received advice from the Governance team about how to manage potential conflicts of interest as both a Councillor and now for me as Councillor and Chair of the Motueka Community Board.

5.2     I have had further discussions with both the Chief Executive Officer, Janine Dowding, and Mayor King of my awareness to manage any such perceived conflict and I am comfortable that I am able to undertake both roles.

5.3     As was the case with the recent informal meeting of the Board, the letter drafted was one that reflected the “elected Members” of the Board with the three Councillors, whilst being present, abstaining from the specific requests.

5.4     The Chair, as the facilitator of the meeting, has the role of facilitating and encouraging wide discussion and feedback and within this role I see no conflict.

5.5     Certainly, should at any point I hold a strong view within the Board I recognise this may, as it may for the other two Councillor’s, require me to raise this conflict when sitting at the Council table.

5.6     Board to note.

6.       Enforcement priorities

6.1     Members to start a conversation at a strategic level to consider providing recommendations / observations to Council relating to specific areas of enforcement.

6.2     The Board recognises Council’s obligations to enforce legislation and bylaws, but in some instances has questioned if the inaction or non-compliance is in the wider “communities’ interest” to proceed to formal prosecution.

6.3     Board to note that in the previous triennium the Enforcement Policy was reviewed by Council.

6.4     Board to note that this discussion will be held as part of the open meeting and as such needs to be at a high strategic level rather than individual cases.

8.1     The Action List is attached for review, Attachment 6.

9.       Items from Board Members

9.1     Te Maatu – Thorp Bush, Board Member Hutt attended the Keep Motueka Beautiful meeting 1 May 2023 and was joined by Senior Horticultural Officer, Beryl Wilkes, and Reserves & Facilities Manager, Grant Reburn.

9.1.1 Part of the agenda was looking at the cycle & walkway strategy.  I have been asked to mention to the MCB that Thorp Bush tracks are not to be widened please and kept as they are.  Any widening would threaten the tree roots and surrounding plantings.  Can we please advocate for this in any discussions or submissions.  This was also suggested to me as an action by Beryl so the Community Board is aware of concerns.

9.1.2 There could potentially be a benefit for a track/pathway cutting across the grass area from the bridge at Avalon Court to meet the existing pathway to save cyclists and pedestrians using the grass to access Thorp Bush from that entry point.

9.2     AF8 update - there was a large turnout on Thursday 27 April at the Motueka Memorial Hall for a presentation on AF8. Format was presentation followed by questions from the floor.

9.2.1 AF8 project is jointly funded by the South Island Councils.

9.2.2 As well as presenting the science behind a possible Alpine Fault magnitude 8 earthquake, the presentation was strong on the need for communities to prepare, build collaboration throughout settlements and plan about sharing resources.

9.2.3 The prediction based on data predicts 75% likelihood within the next 50yrs. In terms of predictions this means at "anytime now over the.next 50yrs".

9.2.4 In preparing for AF8, this in reality provides the planning and resilience for any other disaster.

9.2.5 Members can get further information from AF8 [Alpine Fault magnitude 8]

9.3     Emergency Services liaison - Deputy Chair Graham

9.3.1 Opportunity to set up bi- annual or quarterly meetings with emergency services (namely Fire).

9.3.2 Deputy Chair Graham to arrange suitable date to meet with Fire and Ambulance.

9.3.3 Members note that the Board Chair meets with Police 2-3 times per year.

9.3.4 Chair and Deputy Chair to advise other members when dates and times are scheduled should other members wish to attend.

1.       Purpose of the Report / Te Take mō te Pūrongo

1.1     Members to decide on the Special Projects to support for 2023-2024.

2.       Summary / Te Tuhinga Whakarāpoto

2.1     Each year the Community Board has approximately $55,000 to spend on special projects suggested by the community, each up to $10,000.

2.2     During February and March 2023 many ideas were received by the Board, and those which best fit the criteria were listed for public consultation in early April 2023.

2.3     The community was asked to rank projects from 1 to 12 (1 being the most important).  An online feedback form was provided, along with a hard copy form published in The Guardian.

2.4     The Board must now discuss the feedback from the community, Attachments 1 and 2.

2.5     The Board to make a decision on projects to support for funding.

3.       Recommendation/s / Ngā Tūtohunga

That the Motueka Community Board

1.       receives the Special Projects 23/24 RMCB23-05-2 ; and

2.       agrees to allocate funding to Special Projects 23/24 as follows:

a)   Contribute to improvements to the saltwater baths, including landscaping - $5,000

b)   Further security cameras in the CBD, located after advice from the police - $10,000

c)   Complete the Southern end of the walk/cycle path on Trewavas Street esplanade to both the end of North Street and to the saltwater baths - $10,000

d)   Contribute to reinstating picnic tables and seating and general landscaping that was removed to build the Motueka library - $10,000

e)   Contribute to a walkway upgrade of little Kaiteriteri to Stephens Bay- $10,000

f)    Re-gravel and upgrade the foot/cycle path along Queen Victoria Street between Whakarewa and Pah Streets - $10,000

g)   A picnic table and seating at the Kumaras (Staple Street) end of the foreshore walkway- $6,000

h)   A grant to Sandy Bay – Marahau residents and ratepayers Association for foreshore and landscape maintenance - $2,500

i)    Revamp and update the Motueka map outside of the I-site building - $1,500

j)    A shade sail over the outdoor gym equipment in Memorial Park beside the tennis courts - $10,000

k)   Add a nest swing to the playground on Ted Reed Reserve, Riwaka - $10,000

l)    A table and seating in the Wharepapa grove Reserve - $8,000
