2        Draft Resolution

 

That the Golden Bay Community Board receives the Chair's Report RGBCB22-07-1.

3        Items from Public Forum

3.1     The Board will discuss items raised in public forum.

 

4        Speed Limits

4.1     At the Board meeting on 14 June 2022, the Board received a request to lower the speed limits in Tākaka and Collingwood from 50 km/hr to 30 km/hr.

4.2     Should the Board decide to, they can send a letter to Council Transportation Planning Officers who are developing the speed management plan which will go out for public consultation later this year.

 

5        Meeting Locations

5.1     At the start of the Covid-19 Pandemic, meetings have primarily moved into an online space and currently meetings are hosted as a hybrid of in person and online methods.

5.2     Member Grant has requested the Board revisit holding meetings off site in Collingwood, which has not happened since March 2020.

5.3     Meeting venues in Collingwood do not currently provide the audio visual requirements which would enable meetings to be either live streamed or provide Zoom access.

5.4     Guidance has been received from staff regarding the meeting procedures under the COVID-19 Response (Urgent Management Measures) Legislation Act 2020 which has been extended to September 2022, requiring livestreaming or Zoom access to meetings.

5.5     LGOIMA s47A(1)(a) requires that, if reasonably practicable, the local authority enables access to the meeting by broadcasting live. Therefore, if this facility is not available at Collingwood, then meeting there is not considered practicable.

5.6     After the expiry of the epidemic notice, the staff recommendation would be that the benefit of provision of Zoom access to the meetings to the wider community outweighs the benefit to Collingwood of holding the physical meeting there with no Zoom access.

5.7     47A     Modifications to section 47 while epidemic notice in force for COVID-19

 

(1)       For the purposes of section 47open to the public means that the local authority,—

(a)       if it is reasonably practicable, enables access to the meeting by                        broadcasting live the audio or video of the meeting (for example, by broadcasting it on an Internet site); and

(b)    does 1 or both of the following as soon as practicable after the meeting ends:

                   (i)       makes an audio or a video recording of the meeting available on its                          Internet site:

                   (ii)    makes a written summary of the business of the meeting available on its                           Internet site.

(2)     The local authority must provide the live broadcast, and make the recording or         summary available, free of charge.

(3)     This section is repealed when the Epidemic Preparedness (COVID-19) Notice 2020 expires or is revoked.

6        Draft Stock Control and Droving Bylaw 2022

6.1     At the Regulatory Committee meeting on 16 June 2022, the Committee resolved to consult on the Draft Stock Control and Droving Bylaw 2022, and agreed to a consultation period from 1 July to 1 August.

6.2     The Draft Statement of Proposal and Draft Bylaw is attached for the Board’s information.

7.2     Naming of Motupipi River Cycle Bridge

1        Summary

1.1     The Golden Bay Community Board has received a request from the Golden Bay Cycle and Walkways Society (GBCWS) to name the new cycle bridge on the Pōhara-Tākaka cycleway over the Motupipi River after the late Christine Pullar, who recently passed away.

 

2        Draft Resolution

 

That the Golden Bay Community Board:

1        receives the Naming of Motupipi River Cycle Bridge report RGBCB22-07-2; and

2        agrees to name the Pōhara to Tākaka Cycleway bridge over the Motupipi river “Christine Pullar Bridge” (or “Pullar Bridge”) in recognition of Christine’s contribution to promoting safe cycling in Golden Bay.

3        Purpose of the Report

3.1     With the construction of the Motupipi Cycleway bridge being completed, the opportunity has arisen to give it a name. 

3.2     It has been requested by the GBCWS that the cycle bridge at Motupipi be named after the late Christine Pullar who recently passed away.

3.3     As the Board will be aware, Christine was a dedicated advocate for walking and cycling access in Golden Bay and was a driving force behind the establishment of the Tākaka-Pōhara cycleway. 

3.4     The request from GBCWS is attached to this report as Attachment 1.

 

4        Consultation with Iwi

4.1     The proposal from GBCWS was forwarded to Manawhenua ki Mohua (MkM) for their comment and feedback.

4.2     Chair Langford has received verbal confirmation from MkM that they discussed this at their recent meeting and are content with the proposal to name the bridge after Christine Pullar. 

 

5        Next Steps

5.1     Staff have requested a decision from the Community Board regarding the naming of the cycle bridge.
