Golden Bay Community Board MEETING

3        Public Forum

 

3.1     Helen Bracefield and Warwick Bracefield – Community Infrastructure

Ms Bracefield spoke about public health – reduction in water testing, public toilet cleaning, and removing doggy do bags and bins. She raised health concerns regarding infants and children being exposed to dog faeces.

Mr Bracefield spoke on behalf of Inga Bolt, and raised public health concerns relating to roundworm and puppies.

3.2       Kirstie Macleod (Tākaka Village Green Society) - Protecting the current use of         Tākaka Village Green

Kirstie Macleod advised the Society was currently being dissolved and handing the management of the green over to Tasman District Council. She noted the Society’s wishes around protecting the current use of Tākaka Village Green.

She answered questions around:

·         The mural at Tākaka Village Green and maintenance

·         How venue bookings may be managed in the future by Tasman District Council

 

Action:           Lynne Hall to provide a report to the next Board meeting on management and                               operations and the ongoing maintenance of Tākaka Village Green.

3.3     Aynsley Thorp and Karen Howieson - Golden Bay Workcentre Trust

Aynsley Thorp and Karen Howieson - Golden Bay Workcentre Trust, provided an update to the Board on what is happening in the youth council space and noted key events around mental health awareness taking place later in the year.

Action:           Roanna Grover to send agendas out via email to Youth Council going forward.

 

4        DECLARATIONS OF INTEREST

Chair Langford declared an interest regarding Item 8.1 – Discretionary Fund Applications Golden Bay Boys and Girls Show and Board Member Hewison declared an interest regarding the Golden Bay Arts Council.

7.1     Marine Farming Association Presentation – Ned Wells

Mr Wells spoke to a PowerPoint Presentation and answered questions.

7.2     Golden Bay Cycle & Walkways Society- Richard Struthers

Mr Struthers spoke to a PowerPoint Presentation regarding risks to all road users in Golden Bay.

Questions and discussion included:

·         Consenting processes

·         Zone of impact considerations

·         Speed limits – 50km vs. 40km and the importance of participation in speed management consultations

·         The current review of the New Zealand Coastal Policy Statement.

7.3     Dog Control Presentation – Shannon Green

Team Leader - Regulatory Support, Shannon Green spoke to a PowerPoint Presentation on Dog Control responsibilities at Tasman District Council.

 

8        Reports

 

8.1     Discretionary Fund Applications

Chair Langford presented the report.

Mohua Timebank representatives provided a summary of their discretionary funding request and advised they were working with staff to also access community grants funding.

The Mohua Timebank application was declined. The Board advised they could reapply in the future for some seed funding once they had secured project funding from other sources.

The Golden Bay Community Arts Council application was declined, pending further supporting information from the organisation.

Councillor Hill Left the meeting at 3.06pm.

Action:           Roanna Grover to send a letter to Mohua Timebank - advising that they                                         can reapply for discretionary funding in the future, once they have secured some                          project funding from other funding streams.

3.         approves that the Golden Bay Boys and Girls Show Discretionary Funds of $500.00, previously approved at the August 2024 Golden Bay Board meeting, be        used for the 2025 show; and

4.         notes that the grant of $500.00 Discretionary Funds for the Golden Bay Boys and    Girls Show has already been paid; and

5.         receives the accountability form and supporting documentation from Golden Bay   Riding for the Disabled, Attachment 11 to the agenda report; and

6.         receives the accountability form and supporting documentation from Forest and    Bird Golden Bay, Attachment 12 to the agenda report.

8.2     Board Report - May 2025

Chair Langford presented the report and noted a late item for discussion in relation to the removal of an old shed at Rototai.

The Board supported removal of the old shed at Rototai.

The Board discussed the operational decision to remove the Waitapu toilet (located on Waka Kotahi – NZTA land). The Board acknowledged the reasons for the removal of the toilet.

 

Lynne Hall provided a short update to the Board regarding the proposed Pakawau Playground

and feedback staff had received.

Action:           Lynne Hall to advise the Board when protected trees in Golden Bay were                                      scheduled for review.

Action:           Chair Langford to progress protected trees as an agenda item to another                                       meeting.

8.3     Special Projects

Chair Langford

Horticultural Officer – Motueka & Golden Bay, Lynne Hall (Zoom)

Lynne Hall provided an update to the Board special projects.

Deputy Chair Knowles provided an update regarding Te Whare Mahana Trust’s  recent invitation from the Board to attend strategy meetings and highlighted the role they play regarding mental health in Golden Bay.

Action:           Deputy Chair Grant Knowles to follow up with the builder (commercial fence                                 replacement project)  – one month timeframe for builder to progress the work

 

Action:           Lynne Hall to update the Special Projects Updates report.
