Present:                  Board Members T Graham (Chairperson), N Hughes and C Hutt (Deputy Chairperson), and Councillors B Dowler, B Maru and T Walker

In Attendance:        Group Manager - Community Infrastructure (R Kirby), Community Policy Advisor (Cat Budai) (by Zoom), and Governance Advisor (G Dawson).

Chair Graham opened the meeting with a karakia.

That the minutes of the Motueka Community Board meeting held on Tuesday, 17 December 2024, be confirmed as a true and correct record of the meeting.

3        Public Forum

 

3.1     David Ogilvie - The Community Board rate for 2025 - 2026

David Ogilivie spoke regarding the Community Board rate for 2025-2026.

Questions and discussions included:

·         The need to restore the Motueka Ward Board rate to $24 to ensure that the community can continue to benefit from projects that are ward focused with meaningful outcomes.

 

 

3.2     Ray Hellyer - Chairman's Response

Ray Hellyer spoke regarding the display of the rights of the Hamilton Declaration and related legal opinions in public libraries.

Questions and discussions included:

·      The need for the community to be aware of their full rights as citizens under that declaration

·      Council’s obligations and the legality of the declaration was explained.

 

 

3.3    Kevin Fourie  - Saltwater Baths

Kevin Fourie spoke regarding safety concerns at the Motueka Saltwater Baths.

 

Questions and discussions included:

·         The need for a proactive approach to safety at the Motueka Saltwater Baths

·         Appropriate forms of signage to encourage safe behaviours.

 

 

3.4    Geoff Rowling - proposed zone changes for Mariri

Geoff Rowling spoke to a document which is available on the Council’s website in the Minutes Attachment document.

3.5    Peter Moore - Tiny home Consent Requirements

Peter Moore spoke to the personal impact on his family of interactions with the Council regarding a tiny home on his property.

Ian Williamson spoke to a document which is available on the Council’s website in the Minutes Attachment document.

8.1     Discretionary Fund Applications

Chair Graham presented the report, which was taken as read.

7        Presentations

 

7.1     Plan Change 81 content and processes presentation

This agenda item was withdrawn from the agenda at the request of Council staff due to the need for further consultation with the Council.

 

7.2     Alcohol in Public Places Bylaw Review

Community Policy Advisor, Cat Budai, spoke via Zoom regarding early engagement with the Board for the bylaw review. She referred to the Shape Tasman website page.

Questions and discussion included:

·         Process of review for the community and role of pre-engagement for the Board

·         Enforcement of bylaws dependent on the location of any alleged offending and who owns the land

·         Council staff to confirm the enforceability of the Bylaw on Crown land. 

 

8        Reports

 

8.2     Board Report - February 2025

Chair Graham presented the report, which was taken as read.

Questions and discussions included:

·         The Board 8-week rule recommendation to Council was not referred to the Council due to the jurisdiction of the Board

·         Budgets related Council operations - mowing, rubbish collection, and toilet facilities to be provided to the Board where possible

·         The role of Port Motueka and its role in the future development of Motueka was highlighted  

·         Motueka aerodrome activities

·         Motueka saltwater baths signage needed to have an education and safety focus to prevent injuries at the site

·         Community wellbeing solutions initiative will form an advisory panel formation to connect the organization’s involved and provide advisory services to the Board when required.

8.3     Financial Summary - February 2025

Chair Graham introduced the report, which was taken as read.

Questions and discussions included:

·         confirmation of  transfer of funds between budget codes at the February Council meeting

·         current year-to-date balances of Board finances.

8.4     Special Projects update

Chair Graham introduced the report, which was taken as read.

·         Updates were provided on projects included in the register. An updated copy will be provided in the agenda for the next meeting.
