Mayor King welcomed everyone to the

Forum
3.1 Mathias
Schaeffner – Tasman Democracy
Mr Schaeffner spoke regarding an action
item from the Council meeting of 15 February 2024, regarding
the provision of a breakdown of Local Government Official Information and
Management Act 1987 (LGOIMA) requests to be included in future Chief
Executive Updates.
Mr Schaeffner suggested that the LGOIMA information provided since February 2024
did not satisfactorily meet the agreed action.

7.1 Quarterly Treasury Report
Financial Analyst, James Bagnall and Chief
Financial Officer, Mike Drummond presented the report which was taken as
read.

7.2 2024 Activity Balances Report
Finance Manager, Matt McGlinchey, Management
Accounting Manager, Paul Egan and Mr Drummond presented the report, which was
taken as read.
Action: Group Manager – Community Infrastructure
to provide further information around the deficits in the kerbside recycling
and resource recovery centres activities.
Action: Mr Drummond agreed to provide a list of the maintenance and
renewal programme for the community assets activity.

1. receives
the 2024 Activity Balances Report RCN24-10-5; and
2. approves
the funding of Activity Operating Carryovers as listed in Attachment 1 of the
agenda report from Activity balances; and
3. approves
the use of $50,000 of general rates income from 2023/24 for the additional
special grants funds for the 2024/2025 financial year.

7.3 2024 Capital Carry Over Report
Mr Egan presented the
report, which was taken as read.

That the Tasman District Council
1. receives
the 2024 Capital Carry Over Report RCN24-10-6; and
2. approves
the proposed capital budget carryovers totalling $9.8 million into the
2024/2025 financial year as set out in Attachment 1 of the agenda report;
and,
3. approves
the proposed carry outs of $2.7 million from the 2024/2025 financial year
as set out in Attachment 1 of the agenda report; and,
4. approves the
carry back of budget from 2024/2025 to 2023/2024 of $1.99 million as
set out in Attachment 1 of the agenda report; and
5. notes the
project timing adjustments of $250,000 reducing 2024/25 budgets; and
6. approves the
proposed loan funded operating carryovers of $1.4 million from the 2023/2024
financial year as set out in Attachment 2 of the agenda report.

Chief Operating
Officer, Steve Manners clarified that information on LGOIMAs was included in
the Chief Executive Officer’s Update to every Council meeting and on the
Council’s website. He noted that information on private individuals was not
provided for privacy reasons.
