7.1     Hearings report on the partial review of the Tasman Nelson Regional Pest Management Plan 2019-2029

1.   receives the Hearings report on the partial review of the Tasman Nelson Regional Pest Management Plan 2019-2029 report; and

2.   receives and considers all 101 submissions (including the late submission) on the partial review of the Tasman Nelson Regional Pest Management Plan 2019-2029 received by 5.00pm 23 March 2024; and

3.   notes that an analysis of submissions will be provided for the deliberations meeting.

Topic:              Feral and Stray Cats

Questions:      

·         What would the cost impact be for Council and is trapping unpaid? - they had volunteer resources through the Tasman Environmental Trust and once the areas were identified (and confirmed) they could then look at resourcing to manage the confirmed areas.

·         Is Bell Island a new issue? - this was an ongoing issue.

·         Are staff aware of The Blue Duck Group? - they were aware of The Blue Duck Group (Farmers for whio).

·         Has a map been provided to staff and Elected Members of the Motueka catchment? Ms Asquith to circulate a very clear map to officers, for them to then circulate to Elected Members.

·         Are you aware that Tasman District Council is investigating a cat Bylaw? - yes.

·         Does The Farmers Group have enough resources to access and control the cats? - yes, they would source volunteers and funds would be put in place.

·         Funding, do you seek external non Council funding? - yes.

·         Who would be responsible when a tree appears on a neighbouring block? - the forestry company would be responsible.

·         Are you asking that cats be restricted to the property they reside at that they are impounded if they stray? - they would like to see that it was the owner’s problem if their cat strayed.

·         Are you aware of the cat bylaw that is currently being investigated? - he was aware of the bylaw.

Questions:

·         Are you happy with the areas being considered? - yes and explained that they were supportive of extending the area as cats travel widely and that research has been taken into consideration.

Topic:              Wilding Conifers

Questions:  

                        The group noted paragraph 24 to its submission had changed as they had                                    received one application of Douglas Fir and wanted to advise the change to the                            original submission.

·         was there a hydrology catchment paragraph? - the report did not include catchments.

·         If Douglas Fir was replanted under a Resource Consent, do you know the area and size? - this would not require a Resource Consent but if permitted under other reasons, the area would be Tadmor Valley by Donald Creek and the size would be 15 hectares.

·         If Rule B was adopted, would it start from the date that the strategy came into effect? - yes, that’s correct, the date was in the proposal document.

·         Legacy Wild Pines, if they were deemed an issue who would be responsible to manage them? - It was a complex area and that the legacy situation would need to be worked through and a cost benefit analysis undertaken.

·         Proven lineage, is that normal terminology used? – no, it’s used in conversations around tree breeding, not a term commonly used.

·         Rule B, the change wanted was limited to adjoining land within 200m of the forestry, where does the 200m come from? – It was already part of the existing proposed rule b in the proposal (section 73)

·         How long was Douglas seed active for? – they did not know but smaller seeds did not last as long.

                        Discussion was held around legal advice and it was agreed that officers would seek                     legal advice/guidance, which would be included in the deliberations report around                        the below submissions and the changes they proposed:
