7.1     Draft 2024 Speed Management Plan Hearing Report

Submitter: Brent Inwood (19298)

 

Topic: Wildman Road and Quale Street, Motueka – in support of a speed reduction from 60km to 30km at the intersection and suggested a mirror be mounted on the corner of Wildman and Quale Street, with speed humps on entry and exit to the corner.

 

Questions and Responses:

·         what is your speed limit preference? – currently 60km, preference of speed limit being lowered to 30km, with the installation of speed humps and a mirror dome.

Topic: Milton Street, The Wood – in support of a speed reduction to 40km per hour.

 

Questions and Responses:

·         is the issue in Milton Street the enforcement of the existing speed limit rather than the speed limit itself? – not entirely, being hit at a higher speed than a lower speed will give elderly and less experienced bike riders less time to react[ES1] . Education needs to be given around speed limits in built up residential areas.

Topic: Beisley Avenue – in support of a speed reduction to 30km and enforcement.

·         how successful have the new speed humps been? – successful, it has lowered the extreme speeding.

 

 

 

Submitter: Grant Dennis – Little Sydney Valley Community Group (13919)

Topic: Little Sydney Valley, Motueka – in support of a speed reduction to 60km.

Questions and Responses:

·         is there speed signage? – yes, 80km, 60km and 100km, very contradictory.

 

Submitter: Rachel Boyack, MP for Nelson (Zoom) (17517)

Topic: in support of speed reductions around schools, local roads that interact with NZTA roads and the need to identify those interaction areas and integrated speed management plan that would link these together. In support for arterial routes being 50km in urban settings but lower speed limits in community areas.

Questions and Responses:

·         do you support 30km on all Nelson/Tasman urbans roads? – Ms Boyack said that she felt the form wasn’t clear and she did not support reducing speed limits on arterial urban roads, but where it has been identified there are school safety issues and boy racer challenges.

Action:           Emma Speight to follow up with Ms Boyack regarding speed limit issues around   schools that are interaction areas with NZTA.

Topic: Polstead/Suffolk Road roundabout on the The Ridgeway – in support of the implementation of a stop sign at the Polstead Road entrance to The Ridgeway and modifications made to the roundabout design to be fit for purpose.

Questions and Responses:

·         would a reduction in speed have an impact on visibility and use of the roundabout? - not really, it’s the nature of the roundabout that is the issue, if it was removed and a compulsory stop was implemented and the removal of vegetation and parked vehicles on road side, this would be preferred.

Topic: Jubilee Road – in support of a speed reduction from 100km (gravel road) to 30km.

Questions and Responses:

·         have you considered oiling the gravel road outside your house? – yes, but we were told it is illegal and required a special product.

 

Submitter: Brian Bishop – Enhanced Driving NZ (18584)

Topic: in support of no speed limit reductions to keep vehicles and roads flowing.

Topic: Victoria Road (off Rocks Road) – in support of a speed reduction and the addition of a speed hump.

Questions and Responses:

·         what would you like the speed limit lowered to? - 10km or 15km.

 

Submitter: Jill Ford (15844)

Topic: in support of a blanket speed limit reduction.

Ms Ford presented a PowerPoint presentation and tabled additional information to her submission, that is available on Council’s website in the Minutes Attachment document.  

Questions and Responses:

·         is Bristol (UK) a good example due to the difference in size? – yes, it would be harder to achieve in Bristol and easier to institute in the Nelson/Tasman region.

·         do you want to make resident only parking more residential? – I am advocating for no residential parking in Nelson.

Topic: Lower Moutere to Edwards Road – in support of a speed reduction around schools and 60km through Lower Moutere to Edwards Road.

NZTA Waka Kotahi Representative, Emma Speight thanked officers and noted that Ministers would not support blanket speed reductions.

Topic: in support of a speed reduction on Aldinga Avenue, rural options 3 & 4 and urban options A (School zone only) & D.

Submitter: Bob Butts – Port Tarakohe Limited (17410)  

Topic: Port Tarakohe Road – in support of road improvements as he felt speed reduction was a short term fix.

·         Cycleway Society has asked for a cycleway, is this possible around Port Tarakohe? – yes, anything is possible if you put money towards it.

Topic: Supple Jack Valley Road -  in support of a speed reduction by extending the school zone to the single lane bridge.

·         are you wanting the speed limit to be 50km from the Moutere to the Highway? – Mr Gould was supportive of it being 40km the whole way past the school and the school zone to be extended past the school fields through to the bridge.

·         how many children use that road daily? – between 8-14.

Topic: Upper Moutere – in support of sensible driving initiatives and a driving culture change.

Topic: in support of a blanket 30km speed limit where there are no protected cycle paths.

Topic: Riwaka Sandy Bay Road to Moss – beginning of Marahau – in support of a speed reduction of 60km and 25km – 35km around corners. 

Questions and Responses:

·         where do you see the speed limit switch point? - 80km switch to 60km over the hill and a preference to reduce the speed to 30km after the Kaiteriteri intersection.

 

Submitter: Belinda Crisp - Nelson Tasman Cycle Trail Trust (18482)

Topic: Great Taste Trail – in support of a speed reduction in areas where residents have to cross the road to gain access to residence, Ngatimoti School, and where cyclist are required to cross the highway.

Questions and Responses:

·         what speed limit are you advocating for at the cross-over in Lower Richmond? – 30km, and due to congestion it is 30km most of the time anyway.

·         Do you have any comments regarding the wider consistency of the speed limit framework? – our preference is the lowest speed limit to be implemented.

·         Lower Richmond is a key access route, are you wanting 30km the whole way along the road? – yes, at the intersection.

Topic: in support of option d (urban) and option 4 (rural), speed reductions on shared roads and safer road conditions/infrastructure.

Topic: in support of speed reductions to 30km in rural residential areas, especially at Bronte Road East. Not satisfied with the survey options.  

Questions and Responses:

·         is Bronte Road mainly used by residents? – yes, around 60 residents and their view is a speed reduction to between 30km-50km.

Topic: not in support of option C, D or E, in support of speed reductions around schools and options A or B, radical reductions could mean the public is not in support.

3.       receives the updated hearing schedule; and

4.       notes that staff will prepare and circulate advice on the issues raised at the hearing in a report to the 19 June 2024 deliberations meeting.

·         two thirds of the community that submitted were opposed to option D and C, shouldn’t our council and the Joint Nelson Tasman Regional Transport Committee take that into consideration and not proceed? – look at the facts, but it’s easy to get a group to promote one cause.

·         what are you advocating for? – speed restrictions on rural roads.

·         do you support a 30km speed limit on an arterial road for the entire length? – yes, if there is parking, if the parking is removed and there is a cycle lane, then 50km.

Topic: in support of a speed reduction around schools and maraes, on the basis that there is evidence of safety issues. AA Members were adverse to blanket speed reductions.

·         the removal of the concrete speed reduction barriers on Salisbury Road.

Topic: Redwood Valley Lane – in support of a speed reduction, speed bumps and work to be done by Council around walking, cycling and riding provisions implemented.

 

Questions and answers:

·         what is the speed limit you advocate for? – it is currently 30km, most are travelling at 40-50km, the lane also requires speed bumps to deter rat running.

 

 

Submitter: Chloe Howorth and Nic Moynihan - Hira School (18781)

 

Topic: Hira School - in support of a speed reduction, is currently a variable school zone of 60km at the start and end of the school day.

 

Questions and answers:

·         who sets the 10 minute limitation on activating the variable speed limit? – it is all automated through logins and passwords on a website, through NZTA, once activated it gives you 10 minutes.

Topic: Bronte Road East (Bronte Peninsula) – in support of a speed reduction to 40km.

 

Questions and answers:

·         what is the current speed limit? – it is currently 100km.

 

 

Submitter: Nicola Gausel and Claire Hitchcock – Te Whatu Ora Nelson Marlborough (18889)

 

Topic: in support of option D and the implementation around active activities/transport.

 

Questions and answers:

·         do you accept that accidents are happening because existing speed limits aren’t being adhered too? – yes, people are travelling too fast.

·         is your submission supported by Te Whatu Ora Nelson Marlborough, Healthcare NZ and the Minister, as the submission is on behalf of them all? – it was agreed that Ms Gausel would seek confirmation that they had the support of the Minister and Healthcare NZ on the Hope Bypass.  

 

Action:            Ms Gausel to circulate confirmation to Mayor Nick Smith that they had Minister and                      Healthcare NZ support regarding their submission and around the Hope Bypass.

Topic: Cable Bay – in support of a speed reduction at the turn off from SH6 from 80km to 70km and 2.5km before the beach and houses a speed reduction to 30km.

·         where would you like the change over from SH6 80km to 30km? – at the last hill by Cable Bay Kayaks as that is the start of the houses.

Topic: Marahau – in support of a speed reduction from 60km to 30km on Harvey Road and  a speed reduction to Marahau Valley Road from 100km to 50km.
