Board Member Tomsett opened the meeting with a karakia.

FORUM
Nicholas Hughes
Mr Hughes thanked Chair Maru, Cr Walker and Member
Horrell for their support. Mr Hughes told the Board he was saddened to receive
correspondence from the Board which stated that Janine Dowding, Chief Executive
Officer, had it’s full support in relation to matters previously raised
by Mr Hughes.
Ray Hellyer
Mr Hellyer complained
that cars had been illegally dumped and buried by
Council on private property at Peach Island and questioned who would take
responsibility. Mr Hellyer told the Board that Council staff were aware
of the matter and requested the Board hold an inquiry. In response to a
question Mr Hellyer told the Board that engine oil was still contained in a car
that had been recovered and dumped by a Council contractor.
Ian Williamson
Deputy Chair Armstrong read out a tabled document from
Mr Williamson requesting that rough patches of tar seal on the intersection of
Whakarewa and High Streets be remedied urgently and wished the Board a very happy
and healthy festival season.

INTEREST
Board Member Tomsett declared an interest in item 7.1 regarding the applications
from Whenua Iti, Motueka Street Art and Motueka High School. Cr Ogilvie declared
an interest in item 7.1 regarding the application from Motueka District Toy Library.

6 Presentations

6.1 Tasman
District Council Growth Plan Change
Anna McKenzie, Project Manager - Environmental Policy,
introduced Rueben Peterson and Nicole White from WSP. There was a
presentation regarding Growth Plan Change and timeframes. The Board
discussed current height zone restrictions, cultural engagement and land
ownership. In response Ms McKenzie told the Board that there would be
ongoing engagement with Iwi. The Board sought clarification for
infrastructure and Ms McKenzie agreed to follow up with Dwayne Fletcher,
Strategic Policy Manager. Mr Peterson told the Board that there would
be ongoing discussions with the Reserves & Facilities team early next
year to continue the planning of reserve spaces. The Board agreed to
support community engagement drop in sessions. Ms McKenzie agreed to email
the Board Secretary when planning the sessions to ensure the Board’s
involvement.

6.2 Walking
and Cycling Strategy, and Public Transport Routes
Clare Scott, Transportation Planning Officer, provided a
presentation on the Walking and Cycling Strategy. The Board had a
discussion and Chair Maru confirmed an action be added for the Board to
provide a submission in February.
Drew Bryant, Senior Infrastructure Planning Advisor, provided
information to the Board on alternative bus routes and stops, and Cr Dowler
agreed to be the Board liaison going forward. Members agreed to send feedback
directly to Cr Dowler.

7.1 Discretionary
Fund Applications
The Board discussed the applications. Nettie Stow of Whenua
Iti was available via Zoom and there were no questions from the Board.
Chair Maru agreed for an email response to Danielle Hedges
of Motueka Street Art, including the Arts Council, that while the Board did
see merit in the project the Board would like to see the Arts Council as the
fund holder. The Board Secretary to draft the email.

MCB Special Projects
The Board agreed to the quote from CJ Industries included in
the agenda. Mr Kirby agreed to speak with Richard Hollier, Reserves
& Facilities Manager, to discuss overseeing the work.

The Board noted that early user numbers
were low.
Meeting with Golden Bay Community
Board
Chair Maru reiterated that training
would be planned in the new year.
Firefighting Rates
Mr Kirby confirmed that a report would be included for the
February meeting and agreed to find out why yellow arrows had recently been
spray painted on some roads.
Cr Ogilvie Update
The Board discussed the update and agreed any feedback for
the Speed Limit Review be passed onto the Board Secretary by 31 January 2022.
It was agreed to add Staples Street from Thorp Street down and Robinson
Road. The Board agreed 30km speed limit should only be present outside
the school for a few hundred metres on Robinson Road.
Operations Committee Report
The report was noted and the Board Secretary agreed to
include links to the committee agendas rather than attachments going forward.
Motueka Youth Council
Cr Walker told the Board that she had attended a recent
event held by the wider Youth Council group.
Items from Board Members
Member Horrell expressed frustration at the ongoing road
works at Westbank Road and the Board had a discussion.
Member Horrell told the Board that trees and logs were
starting to build up again under the Motueka bridge. Mr Kirby confirmed
that complaints should be made directly to Waka Kotahi.
Member Horrell told the Board that he had been asked if a turning
bay could be created into Woodlands Avenue from High street, Cr Ogilvie responded
that it had been raised and was deferred at this stage.
The Board had a discussion regarding the new roundabout on
High Street and commented that it was generally working well. Members
had some initial concerns regarding the pedestrian crossings and usage for
large trucks.
