Chair Wensley welcomed everyone to the meeting and Mr Bush-King presented the karakia.

3       Public Forum

   The Galeo Estate Residents Association, represented by George Gibbs and Andre King, spoke to the Association’s petition regarding a porposed subdivision consent and access issues in Redvale Road.

7       Presentations

 

7.1    2021 Winter Grazing Survey in Golden Bay

Friends of Golden Bay spokesperson Klaus Thoma, shared a presentation about land management practices on dairy farms across the Golden Bay Ward. Staff were requested to investigate the presentation and respond to the concerns raised at the next Regulatory Committee meeting.

1.      the presentation on Intensive Winter Grazing from Friends of Golden Bay; and

2.      instructs staff to investigate the presentation further and report their findings back to the next regulatory meeting.

8       Reports

 

8.1    National Policy Statement Urban Development - Nelson Tasman Annual Monitoring Report (Year ending June 2021)

Urban Growth Coordinator, Jacqui Deans and Consent Planner - Subdivisions, Brylee Wayman spoke to the report which was taken as read.

It was noted that this is the first annual monitoring report under the new National Policy Statement on Urban Development. Some of the data is not directly comparable to previous reports but some trends are observed. The report includes the June 2020 statistics. Statistics NZ will release the June 2021 data on Friday 22 October 2021.

Responding to a question, Mrs Deans noted that there are growth demand reasons for bringing forward some rezonings through the currently proposed plan changes. The time between rezoning and a home being built can vary enormously. Once land is zoned it is out of the Council’s control as to when a house might be built.  Council staff do talk to landowners to get a feel for their intentions.

Staff continue to work with community housing providers to help supply affordable housing. There is also an inter-Council group advising on inclusionary rezoning but any opportunities may have to await the RMA reforms.

Responding to a question, about whether natural population growth or immigration growth had contributed to the regional growth as predicted by the modelling, Ms Wayman explained that the June 2021 statistics would show the difference.   

Strategic Policy Manager, Dwayne Fletcher responded to a question around infrastructure explaining that the level of service varies by location and there are many infrastructure projects around the District designed to accommodate growth.

Mrs Deans confirmed that even though Golden Bay is not included in the new Tier 2 urban environment area, it is included in the Council’s capacity planning, and will be included in the new future development strategy.

8.2    Chair's Report

Councillor Wensley spoke to the Chair’s report which was taken as read.

It was noted that the proposed Cat Management Bylaw will be presented at the Regulatory Committee meeting on 2 December 2021.

There was discussion around the Motueka sandspit scenic reserve status, staff were asked to work with Department of Conservation and report back on increasing the level of protection on the Motueka Sandspit.

2.      requests staff approach the Department of Conservation about increasing the level of protection afforded to the Motueka Sandspit.

8.3    Environmental Assurance Manager's Report

Group Manager – Environmental Assurance, Dennis Bush-King spoke to the report which was taken as read.

The Committee discussed gravel extraction charges.

Mr Bush-King noted that a report will be presented to the Regulatory Committee regarding road stopping as it affects the development of land adjoining the Galeo Estate and that he would provide the residents association with a copy of the proposal. The proposal is for a two-way access and staff will be asked to consider the matters raised in the resident’s association petition.

Mr Bush-King noted that he would ask staff to advise the Council of any complaints regarding motocross activity in Gardner Valley Road.

That the Regulatory Committee:

1.        receives the Environmental Assurance Manager's Report RRC21-10-4; and

2.        endorses the submissions made in respect of the Discussion paper on Farm Environment Plans (Attachment 2) and Intensive Winter Grazing (Attachment 3) of Report RC21-10-4.

3.        receives the petition from Galeo Estate and notes the concerns of the residents will be assessed as the application goes through the process.

9.2     Attendance of Mr Brent Maru – Chairman, Motueka Community Board for the confidential item, Manager's Report - Regulatory Enforcement Audit

That Mr Brent Maru, Chairman of the Motueka Community Board be permitted to remain for item 9.3 – Regulatory Enforcement Audit - after the public has been excluded, because of his knowledge of the matter being discussed. This knowledge, which will be of assistance in relation to the matter to be discussed, is relevant to that matter because of background information and advice which will be required by the Regulatory Committee when assessing options available to it and in explaining any decision to the community.
